For Office Online Server, the download page shows only Windows Server 2016 under Supported OS. Is this true? Our shop still uses 2012R2 and want to know if it should be avoided.

this seems to be a mistake.
The official support statement is on this document which clearly lists Windows Server 2012 R2:
