With August 2016 CU for SharePoint 2016 we updated PSConfig with a couple of major improvements which I discussed in the following two articles:
The good news is that the changes for PSConfig released with August 2016 CU for SharePoint 2016 have been backported to SharePoint 2013 and were released with December 2016 CU for SharePoint 2013.

I’m sorry to ask this silly question, though I’m aware that if we install any latest CU for SP2013, it will have previous CU bundled it still wanted to know If we install Sept 2016 CU for SharePoint 2013, will this fix be bundled in it? Or we will have to install Aug 2016 CU first and then Install Sept 2016 CU.

Sept 2016 the fixes announced here are in December 2016 CU. They were announced in August when they were released for SharePoint 2016.
To get these improvements you have to install December 2016 CU or later.
